Frank was WMEA president in the 1952-54 biennium, and also served as MENC Northwest Division president. In 1946 he was the founding conductor of the Whatcom Symphony Orchestra, and led the group until 1966. Frank was also a music teacher and head of the music department at Western Washington University, 1945-1966.
