Allan was the founder of the Bellevue Jazz Festival and its director from 1982 to 1997. He served the Bellevue School District as supervisor of music from 1980 to 1990. He conducted and taught award-winning high school jazz bands, concert bands and orchestras from 1986 to 1997.
