On the WMEA Executive Board from 1992 through 1996, Bill served as administrative curriculum officer and local chair for the 1994 WMEA conference. He became the All-State organizing chair in 1996 in Tacoma and band local chair in 1998 and 2000 in Yakima. Bill teamed with Roger Stansbury to return the WMEA conference to Yakima, 1994.
