Harley taught instrumental and choral music at all levels from 1959 to 1992 in Alaska, Port Angeles and Renton, and at Bellevue Community College. He founded the Hazen High School Studio Singers in 1968, pioneering the vocal jazz movement in the state. Harley was a highly regarded professional musician and recipient of many awards in music.
